Throughout the spring and summer, TOA By-Law Services have been focused on proactive enforcement of our Parks By-Law and parking enforcement in high-traffic areas, in addition to responding to complaints received by the community.

Fall and winter protocols start coming into effect beginning on October 13.

Fall/Winter Enforcement Changes

  • Starting October 13, TOA parking enforcement will resume our full, pre-COVID level of service. This means enforcement for vehicles parked on the street in excess of 3 hours.
  • The TOA Occasional-use Parking Permit program is also in full effect.
    • Note: these permits are invalid in the event of a winter storm
  • TOA Snow Control Program starts November 15. Proactive patrols and tickets for vehicles on the street overnight begins on November 1, or at any time during an inclement weather event.

  • Vehicles may not be parked on TOA streets during winter storm events. Parked vehicles will be subject to fines and/or towing at the owner’s expense
  • During winter storm events, the Town clears roadways from curb to curb on a priority basis
  • You can follow the crews and their progress on our Plow Map at
  • The Seniors Snow Removal Program begins 24 hours after a snow event has ended
